Consultation responses will be used to amend the Masterplan Framework where appropriate. We will present the changes within a ‘you said, we did’ response that will be available to view on the website following the consultation together with being presented within the report to Full Council seeking approval to adopt the final Masterplan Framework
This consultation seeks the community’s views on the emerging Masterplan Framework. The Royston Masterplan Framework area is located to the edge of Royston at Lee Lane and includes the mixed-use site allocation MU5. The Masterplan Framework site has already been allocated for development within the adopted Local Plan and can accommodate around 994 new homes, a new primary school and supporting infrastructure.

The Council is seeking your views on the draft Royston Masterplan Framework below, during the consultation period which runs from Wednesday 3 June 2020 10am to Wednesday 15 July 2020 5pm .
The information you provide will only be used for the purposes of this consultation exercise. All feedback will be considered and changes to the proposals will be made where possible and appropriate. The final Masterplan Framework will need to be approved by Barnsley’s Full Council before adoption. The data you have submitted will be held securely by Barnsley Council in accordance with General Data Protection Regulation (GDPR).
Each Council is required by Government to produce a Development Plan. The Barnsley Local Plan was adopted by the Council in January 2019. This was the culmination of 5 years work by the Council, including several public consultations and a 2 year public examination. It was agreed during the Examination of the Plan that for some larger strategic sites, a Masterplan Framework should be prepared. The purpose of such a Framework is to ensure that sites can be developed in a comprehensive manner, taking into account all infrastructure requirements. This will ensure that strategic site allocations are brought forward in a sustainable way that secures inclusive growth that reflects each of the Council’s corporate priorities. The Masterplan Framework is a strategic document that sits beneath the Local Plan and will inform future planning applications.
It is important for the council to produce a Masterplan Framework to establish the infrastructure requirements and deliver sustainable and inclusive growth. The absence of a framework could result in developers and landowners bringing forward planning applications to develop their own sites without properly considering how they relate to the wider area and without each party contributing their fair share towards overall infrastructure requirements.
The purpose of this consultation is to provide the opportunity to shape the Royston Masterplan Framework. Public opinion is being sought on a number of areas, including highways options and landscaping proposals.
